Lovely versatile skirt that is a wardrobe staple. 1990's Nordstrom Savvy line. Black chiffon pleated maxi skirt with a shirred elastic waist. Labelled as a one size fits all, best for a size small to extra large. Waist band is large enough where it could be worn pulled up as a tube dress. Skirt is semi-sheer. Photos show dress pinned back on mannequin in first 3 photos, the rest are worn unpinned.
